Key Insights

  • How can the EU design digital infrastructure ensuring both security and civil rights for times of peace and crisis? The answer lies in resilience by design, through frameworks like the EUDI Wallet, NIS2 Directive, and the IEA, which create distributed, interoperable system. This proactive architecture ensures societal continuity across the bloc, making digital resilience both a civic right and a strategic foundation for EU-NATO collective defence capabilities in times of hybrid warfare.

Definition

EUDI Wallet: an EU-mandated digital tool enabling citizens to store and selectively disclose verified identity attributes, ensuring legal personhood remains under individual control during crises.

A citizen who retains the ability to prove their identity during a cyberattack, access medical services (and) cross a border (…) is not merely protected; they are proof of a functioning state.
