MDA – “the effective understanding of anything associated with the maritime domain that could impact security, safety, the economy or marine environment”

ASEAN’s weakness to grey zone tactics (and by extension, weaknesses in MDA) are two-fold. One is an infrastructural weakness, and the other is a strategic lack of regional coordination.
